Once a defendant is indicted, the defendant is served with both the

indictment and the capias during this monthly scheduled sign-in (See  Felony Bond / Sign In Procedures).

At that time, immediately following service, the defendant meets with a county public defender. During this initial meeting, the defendant, with the assistance of counsel, completes the Waiver of Arraignment (setting all trial dates), the Affidavit of Indigency, and an Order Appointing Counsel.
